Mr. Sumikura joined the Environment Agency (presently Ministry of the Environment) in 1991.  Ph.D. in Government from National Graduate Institute for Policy Studies. After saving as a Visiting Research Fellow at Imperial College London, Director of Industrial Waste Management Division of Waste Management and Recycling Department, MOE, Director of Policy Planning Division of Global Environment Bureau, Director of General Policy Division of Minister’s Secretariat, and Councilor of Policy Planning of Minister’s Secretariat, has been in the current position since July 2023. In charge of a wide range of resource of circulation fields, including the formulation of a new Fundamental Plan for Establishing a Sound Material-Cycle Society and the establishment of a Decarbonized Resource Circulation Scheme for the waste management and recycling industry.
