He joined the Ministry of International Trade and Industry (MITI) of Japan in 1998 and was assigned to the Environment Policy Division for 2 years. He engaged in MITI’s environment policy at the bottom, including strengthening domestic climate change countermeasures after COP3 in 1997, when the Kyoto Protocol was adopted, and strengthening 3R and circular economy policies, including Circular Economy Vision 1999. From 2007 to 2008, he was assigned to the Global Environmental Affairs Office, where he was involved in international climate change negotiations, and from 2009 to 2011, where he was involved in the operation of the domestic trial emissions trading scheme and the domestic carbon credit mechanism at the Environment and Economy Office. From 2018 to 2021, he was assigned to the Biodiversity Office. He is responsible for international negotiations under the Convention on Biodiversity, particularly the Nagoya Protocol, and responsible for implementing domestic Cartagena Act, which regulates use of genetically modified organisms, as well. He was assigned to Resource Efficiency and Circular Economy Division in July 2023 and mainly in charge of international negotiations on the plastic pollution. 

Other than the above environment related responsibilities, he had been engaged in international affairs in METI, including promotion of foreign direct investment in Japan, Japan-Mexico EPA negotiations, responsibility for the United States and the Middle East, international nuclear cooperation, and international affairs related to data flow and e-commerce. From 2011 to 2013, he had worked for Embassy of Japan in Poland.
